Foreign university degrees can be recognised for use in Abu Dhabi, but recognition depends on the qualification, awarding institution and purpose. An employer accepting a certificate is different from federal academic recognition or permission to practise a regulated profession. Establish which decision your application actually needs.

Identify who needs to accept the degree

Ask the recruiting organisation whether it needs the degree for recruitment screening, a work-permit occupation, professional registration or another administrative purpose. Request the precise document name and issuing authority. A generic request for an “approved degree” can conceal several separate checks, each requiring different evidence.

The Ministry of Higher Education and Scientific Research, or MoHESR, is the federal authority for its higher-education qualification recognition service. In Abu Dhabi, a professional regulator may make another decision about a role. A university considering postgraduate admission may also set its own entry conditions. One favourable decision does not necessarily answer the other questions.

For example, a foreign graduate might be academically qualified for an administrative vacancy while still needing employer-requested document authentication. A clinician needs to establish eligibility for the relevant Department of Health professional title. Treat these as different journeys rather than assuming that every graduate needs exactly the same approvals.

Start with the actual awarding institution

Record the institution named on the award, the qualification level, programme name, study dates and country. If teaching took place at a partner college, distinguish that college from the university that conferred the qualification. Keep the transcript and any official explanation of the partnership.

MoHESR's announcement of Ministerial Resolution 34 of 2025 identifies qualification authenticity and the institution's legal establishment, licensing and accreditation in its home country as central considerations. A familiar university name or a training centre's advertising is not a substitute for evidence about the actual award.

Check the institution with the competent accreditation authority in the country concerned. Save the official record and its date. Where a campus, programme or partnership changed status during your studies, ask the university for a written explanation covering your enrolment period. An institution's present status may not explain an older award completely.

Explain unusual study arrangements accurately

Online delivery, transferred credits, a branch campus, interrupted studies and a changed institutional name are facts to disclose, not details to conceal. Prepare a simple timeline that matches the transcript. Let MoHESR assess the applicable recognition requirements rather than relying on a claim that every online degree is accepted or rejected.

Take particular care with web pages about scholarships for UAE citizens studying abroad. Their approved-institution or study conditions may serve a different purpose from a non-citizen's foreign qualification recognition application. Read the audience and service description before treating a restriction as universal.

If the service asks for verification directly from the university or a designated verification channel, a stamped copy in your own possession may not replace that response. Use official university contact details and ask its registry how it handles verification requests. Keep your consent and request reference so follow-up remains traceable.

Separate recognition from attestation

Foreign Affairs attestation concerns document signatures and seals. MoHESR recognition addresses the academic qualification within its service framework. Professional registration assesses suitability for a defined occupation. The fact that a certificate has one approval does not mean it has all three.

Terminology needs context. MoHESR's current FAQ explains that its service for qualifications issued inside the UAE was formerly called attestation and is now called recognition. That naming change does not make Foreign Affairs authentication of foreign documents the same assessment. Ask which authority's service is intended whenever somebody uses the word attestation.

Read degree recognition and equivalency before commissioning unnecessary document services. Use the receiving organisation's current requirements to build the sequence and budget, rather than purchasing a package based only on an old checklist.

Keep the application consistent

Compare your passport name, certificate, transcript and employer records before submission. If names differ because of marriage or another lawful change, gather the linking document. Do not edit a scanned certificate to make the spelling match. Ask the relevant recipient what supporting explanation it accepts.

Retain clear full-page files, including reverse sides where these contain official information. Name files descriptively and keep an unmodified master copy. Record what you submitted and when. A concise document index helps you answer a request for clarification without sending an entirely different bundle each time.

Use the outcome for its stated purpose

Read the recognition decision itself, including the qualification it identifies and any conditions. Send the complete document to the organisation that requested it. If an employer needs further professional approval, recognition is a useful record rather than permission to start regulated duties.

An unfavourable or incomplete result deserves a reasoned response. Identify whether the problem is missing verification, institutional status, programme information or something else. Use MoHESR's current enquiry or review channel, with relevant evidence, instead of paying someone who guarantees reversal.

Recognition can remove one administrative uncertainty, but it does not guarantee a job, salary, promotion or admission. Pair accurate documents with evidence of relevant work and the licensing requirements for your occupation. That makes the degree useful within a complete application rather than treating it as a universal employment approval.
