Driving Regulations in Abu Dhabi: Licences, Vehicle Registration, Traffic Rules and Resident Responsibilities

Driving in Abu Dhabi requires the correct driving entitlement, a registered and insured vehicle, and compliance with the rules applying to the road you use.

Driving in Abu Dhabi requires the correct driving entitlement, a registered and insured vehicle, and compliance with the rules applying to the road you use. A residence permit, foreign licence or paid rental booking does not by itself establish every permission needed.

Start with your status and the vehicle category

A resident planning a daily commute faces different licensing questions from a tourist renting a car for a short visit. Establish your immigration status, the country that issued your existing licence, its vehicle categories and whether the proposed use is private or commercial. Keep these questions separate. Permission to drive a passenger car does not automatically cover a motorcycle, bus, delivery activity or paid passenger transport.

Federal Decree-Law No. 14 of 2024 on Traffic Regulation provides the national framework and came into effect on 29 March 2025. Abu Dhabi Mobility provides local driver and vehicle licensing services through TAMM. Abu Dhabi Police handles enforcement and traffic incidents. The Ministry of Interior also provides federal services and information. Each authority has a role; a Dubai service checklist should not be treated as an Abu Dhabi application instruction.

Identify the correct licensing route

If you already hold a foreign licence, check whether it qualifies for exchange before paying for a full training package. Eligibility depends on the current recognised-country arrangements and the applicant's circumstances, not simply the language printed on the card. Abu Dhabi Mobility describes exchanges for GCC or designated-country licences. Confirm the issuing country, nationality requirements where relevant, licence validity and class in the live service.

If exchange is unavailable, the normal route involves an appropriate traffic file, the required medical or eyesight checks, approved training and successful assessments. Previous driving experience can be relevant to the route assessed by the authority, but it is not a promise of exemption. Driving licence requirements for residents explains the evidence to prepare before selecting a route.

Check age rules without relying on older summaries

The 2024 federal law sets a minimum age of seventeen among the conditions for issuing a licence, subject to the applicable categories, regulations and other requirements. Some government application summaries still list eighteen for cars and light vehicles. These are not interchangeable statements: the legal baseline and the implemented service for a particular licence class need to be checked together.

A seventeen-year-old should therefore obtain current Abu Dhabi licensing confirmation before assuming they can open a particular file or drive. Being old enough does not remove training, medical or testing conditions. Rental companies and insurers may also impose their own contractual eligibility conditions. Do not interpret a general legal minimum as a guaranteed right to hire any car.

Prepare the identity and traffic records

TAMM uses UAE Pass and an active traffic file for licensing transactions. Check that your identity, contact information and any existing traffic record refer to the same person. Name variations, expired documents and duplicate records are easier to resolve before an assessment or vehicle purchase than during a deadline-sensitive transaction.

Save the current service requirements rather than following a screenshot from another year. The authority may require information through linked systems rather than paper copies. Where an approved eye examination is needed, ask how the result reaches the traffic system and whether the result remains valid for your intended transaction. Applying for a new licence separates preparation, training and actual issuance.

Understand what must remain current

The driver, the car and the insurance policy have different records. A valid driving licence does not renew a vehicle registration. Insurance does not cure an expired licence or an administrative restriction. Maintain a calendar showing each expiry and begin the relevant transaction while there is time to correct missing evidence.

Before lending a vehicle to a family member, check their driving entitlement and the policy's permitted-driver conditions. Being related to the owner is not an insurance category. A new driver, younger driver or person using the vehicle for business may need particular confirmation. Ask the insurer about the intended arrangement in writing instead of relying on a salesperson's informal assurance.

Registering and purchasing a vehicle

Vehicle ownership needs a proper registration transaction. For a new car, the dealership commonly coordinates the registration steps, but the buyer should still inspect the final record. For a used car, establish the registered owner, vehicle identification number, inspection position and any finance or transfer restriction before releasing the full purchase money.

Abu Dhabi Mobility lists vehicle ownership issuance, renewal, transfer and mortgage-related services. Plan the order of inspection, insurance and transfer with the live service. A mechanical inspection commissioned for your own purchase decision serves a different purpose from the official roadworthiness requirement. Neither a sale receipt nor possession of the keys proves that registration has moved into your name.

Choose insurance by the protection it gives

Motor insurance is part of the registration and road-use requirements. Distinguish liability protection for damage caused to others from cover for loss or damage to your own vehicle. The Central Bank's unified motor policies provide the regulatory starting point, but the schedule and endorsements identify your actual vehicle, insured value, drivers, excess and added benefits.

Compare repair arrangements, exclusions and claim reporting conditions before choosing a premium. A cheaper policy may leave your own vehicle damage uncovered. A more expensive policy may still exclude a proposed use or particular event. Car insurance requirements provides a practical reading order for the documents without promising that every claim will be paid.

Follow the displayed speed and current instructions

Abu Dhabi abolished the former general speed margin in 2018. Do not add an assumed allowance to the number on a sign. A road's limit can change along the route, and temporary instructions, work zones or adverse weather require attention beyond memorising one motorway speed.

Drive below the maximum when visibility, traffic or the road surface makes that necessary. Watch for variable messages and police directions. The limit is not a target that must be maintained regardless of conditions. Leave enough following distance to stop safely and make lane changes predictably, with observation and signalling rather than expecting other drivers to create space at the last moment.

Fines, traffic points and restrictions

A violation can have separate consequences: a monetary fine, traffic points, vehicle retention or a restriction requiring another procedure. Paying the financial amount does not establish that every other consequence has ended. Check both the vehicle record and the driver's status where relevant.

Use official channels to inspect the offence date, vehicle details and any required action. If a record appears wrong, preserve the evidence and use the authority's current objection process promptly. Avoid assuming that a friend's discount, deadline or point-reduction experience applies to your case. Understanding fines and black points explains how to read the different parts of a notice.

Carry passengers safely

Every occupant needs a proper seating position and restraint. Families should select an appropriate child restraint before the journey, not when a taxi or borrowed car arrives. The official traffic schedule identifies restrictions on young children sitting in front and the requirement for child seats for children under four. A child's fourth birthday alone does not establish that an adult belt fits safely.

Check the child's size, the restraint instructions and the vehicle's approved fitting positions. Never use an adult's arms as a substitute for a restraint. Plan luggage so that seats, belts and exits remain usable. The driver should settle seating arrangements while parked, including who will help a child without distracting the person driving.

Parking is more than paying a fee

Mawaqif manages public parking in Abu Dhabi, while private buildings and other car parks can have separate terms. Identify the signs, bay type and current restrictions before leaving a vehicle. A parking payment does not authorise stopping on a pavement, obstructing an access or using a restricted bay.

The published Mawaqif public-parking schedule runs from 8am until midnight, with free parking on Sundays and official public holidays. Resident-only and villa restrictions require separate attention. Mawaqif rules explains the distinction between tariffs and permission to use a particular space.

Prepare for an incident before one happens

Keep access to your licence, registration, insurance details and official reporting channels. Abu Dhabi's published safety guidance directs minor-accident reports through the Saaed Smart app and serious injury accidents to the emergency number 999. If there is injury, fire or immediate danger, prioritise emergency assistance over an online form.

After a collision, protect people, follow the responding authority's instructions and collect information only when safe. Notify the insurer through its official channel and retain the report reference. Do not authorise an expensive repair on the assumption that reimbursement is automatic. Record what happened accurately without arguments at the roadside or publishing other people's identity documents.

Build a workable driving routine

Before buying a car, compare the recurring commitments with other transport options: insurance, renewal, maintenance, fuel, tolls and parking. A short test journey at the real commuting time can reveal practical constraints that a map does not show. An employer-provided vehicle needs the same clarity about authorised use, reporting and who manages renewals.

Revisit the records when you move home, change employment, sell a vehicle or leave the country. Close or update accounts that depend on the old plate or ownership. The useful habit is to confirm the live official instruction for the transaction in front of you, keep evidence of completion, and distinguish an application from an approval. This guidance was last verified on 20 October 2026.
